xNormal

xNormal is a free program designed for the sole purpose of generating various kinds of texture maps from 3D meshes. xNormal allows you to generate normal, ambient occlusion, and displacement maps. xNormal includes an interactive 3D viewer (with advanced shaders and real-time soft shadows/glow effect), some Photoshop filters, and importers/exporters for 3ds Max and Maya.
